Disciplining a 5 yr old

My five year to me seems so out of control. She does any and everything she wants to do when I tell her not to, she constantly gets into everything that she is not suppose to, and I constantly have to punish her for touching other people things or sitting in other people laps especially men. I need some advice because I have tried time out, punishments, spanking, taking away her privileges and nothing seems to work. I have even tried to have daughter and mommy time. Help, what should I do?
